There used to be a platform there for speakers to stand on. There were no rules, per se, about its use, just that respect should be shown to any waiting to talk. Carlisle Praise was one such that regularly took up the small stage and turned it into his pulpit. He would shout at anyone walking by, condemning or judging them to an eternity of damnation. People would try to argue but he was louder, and then the poor fool had to go and demand a sign from God. They've tried painting over it, but the shadow burn still remains.
