The old woman insisted that the dilapidated building at the end of Mayor’s Row was haunted. That seven decades ago a crazed maniac with a manifesto and a shotgun broke in during a board meeting and shot every one of the pompous, potbellied men who plotted to make the city poorer and their own pockets fatter. Eden Cartwell was six years old when her daddy was shot in that town hall. If you sat with her a spell she’d tell you all about it.
